Maintenance & Operations Manager Salary: $7,079 to $8,954 per month plus benefits; including 5% deferred compensation. 

Job Description

POSITION SUMMARY
Under general direction of the Public Works Director, oversees, directs, plans, organizes, and evaluates the operations and maintenance divisions of Public Works Department. This includes department administration, comprehensive system planning, and project grant/funding programs for: city utilities (water distribution and storage; sanitary sewer collection, treatment, and distribution of reclaimed water; storm collection; and electric distribution), streets, fleet, facilities, parks and cemetery maintenance. Responsible for leadership and management including but not limited to operational/contingency planning, policy development, performance standards, service reliability, customer outreach and risk management.

ESSENTIAL JOB DUTIES
  1. Assists the Public Works Director in developing, planning, and implementing department goals and objectives; recommends and administers policies, procedures, and city code.
  2. Supervises assigned personnel including selecting, training, scheduling, directing and coaching employees, conducting performance appraisals, effective communication through team meetings and memos/emails, and involvement in and recommendations for disciplinary action, including termination. Develops and prepares recommendations and technical reports related to areas ofresponsibility.
  3. Supervises, directs and plans the activities and staff engaged in Public Works Department operations and maintenance divisions to achieve goals with available personnel and Within budgeted funds. Plans and organizes workloads and staff assignments, reviews progress and directs changes in processes and schedules as needed.
  4. Evaluates and provides policy recommendations regarding the federal, state and local regulatory programs for the City’s public works utilities, systems and infrastructure.
  5. As delegated by Public Works Director, serves as primary contact for regulatory agencies; coordinates development of and compliance with NPDES and other permits required for operation ofthe wastewater and water systems; maintains all records required to meet regulatory requirements.
  6. Develops and implements appropriate training programs for division employees.
  7. Develops and coordinates implementation of Public Works Department emergency response and mutual aid programs.
  8. Independently manages projects including consultant services, permitting, design and construction management/inspection of maintenance improvements and contracted maintenance work.
  9. Participates in the selection and administration of contracts for consulting engineering services and construction of improvements for streets, utilities, drainage and other public works; coordinates this work with other operations and maintenance activities.
  10. Reviews and administers legal documents for City contracts, leases, agreements, easements, deeds and bills of sale pertaining to public works projects. Negotiates and manages franchise agreements.
  11. Oversees staff management of public facilities and infrastructure including but not limited to the following: Operation and maintenance of the water distribution system in compliance with Washington State Department of Health (DOH) regulations including but not limited to:
    • performing repairs and service installations; reading water meters; performing shutoffs and service restorations to assist with collecting delinquent accounts; locating and repairing leaks; taking water quality samples; flushing mains cleaning reservoirs and locating underground facilities.
    • Respond to major site or equipment malfunctions, including but not limited to electrical, instrumentation, SCADA, or control issues.
    • Operation and maintenance of fleet equipment such as backhoe, pickups, trailers, service trucks, dump truck, jet truck and boom truck; hydraulic tools, power cut-off saws, chain saws, tapping machine and air compressor.
    • Building maintenance including janitorial, preventative maintenance and efficiency improvements, including making changes/suggesting upgrades as necessary to conserve energy and/or reduce waste.
    • Monitor processes and controls to provide for smooth, continuous, efficient operation of utilities and other public works systems/equipment including making necessary changes to reduce negative impacts, defer or eliminate equipment replacements or save energy.
  12. Confers with engineers, architects, surveyors and developers to obtain technical and policy, compliance pertaining to job assignment.
  13. Works closely with Engineering Programs Director to solve problems in a teaming model in order to ensure the highest quality of service to the City’s customers.
  14. Evaluates and provides policy recommendations regarding the operational interfaces between the City’s electric utility distribution system and Bonneville Power Administration/Puget Sound Energy transmission and transformation facilities.
  15. Prepares and/or oversees the preparation of applications and supporting data for state and federal-funded programs; responsible for administration and compliance of federal and state laws regarding water distribution, storage and treatment, reclaimed and waste water disposal and treatment, electric distribution and safety. Enforces DOH, EPA, DOE regulations, AWWA & KCWD9O construction standards, and OSHA/WISHA safety standards.
  16. Performs or coordinates general operational department duties and tasks including but not limited to:
    • Coordinating safety meetings.
    • Developing emergency response and contingency planning including mutual aid partnerships.
    • Setting and monitoring attainment ofwork program performance metrics.
    • Developing and administering training programs.
    • Coordinating the Public Works Department’s Asset Management Program.
    • Coordinating Cross Connection Control program.
    • Coordinating energy and water conservation programs.
    • Securing quotes and making recommendations to Public Works Director on major purchases and procurement of services.
    • Writing detailed specifications in compliance with City purchasing/procurement policies.
    • Developing, conducting training and implementing standard operating procedures (SOPs).
    • Performing project management and contract administration duties including but not limited to: development of scopes/schedules/estimates; review of project submittals; conduct field inspections; and creation of punch lists and other operational checks that serve as conditions for project acceptance.
    • Overseeing Instrumentation, Controls, and Supervisory Control & Data Acquisition (SCADA) Systems, including but not limited to monitoring ofperformance, making changes as necessary to improve operational support and response to emergencies.
    • Recommending and administering approved divisional budgets; regular monitoring of budget status through review of financial reports; and directing divisional operations in a manner to remain within approved budget authorities.
  17. Assists in ensuring the quality of the work product coming from Public Works Department employees and consultants. Analyzes and evaluates department operations. Develops and implements corrective actions to resolve problems.
  18. Serves as acting Public Works Director and provides expert advice to senior management as
    assigned.
  19. Provides information to the public; responds to and resolves citizen inquiries and complaints.
  20. Coordinates and directs use of GIS, SCADA, telemetry, CAD and other software tools used to document and manage City assets and performance ofutilities.
OTHER JOB FUNCTIONS
  1. Assists with a wide variety of special projects as assigned; prepares complex and sensitive reports for state and federal regulatory agencies.
  2. Maintains records of as-built conditions for specific maintenance projects and utility connections.
  3. Participates in updating the Blaine Development Guidelines and Public Works Design Standards.
  4. Attends management and professional meetings and seminars and participates in evening public meetings and hearings related to public works issues as required. Makes public presentations before other governmental and private groups and organizations.
  5. Makes recommendations to the Public Works Director on the effective and efficient use of personnel, funds, materials, facilities, and equipment to assure the safe condition and functional operation ofthe Public Works Department.
  6. Provides staff support in the drafting of public works policy and the applicable sections of the Blaine Municipal Code.
  7. Participates in customer focus group meetings, City Council meetings, and external special interest groups as required to support the Public Works Department mission.
QUALIFICATIONS
Knowledge, Skills and Abilities
  • Ability to apply a thorough and broad knowledge of modern methods, practices and equipment and industry standard management/administrative principles and techniques used in public works infrastructure operations and maintenance, municipal utility construction, and equipment and facilities maintenance. Decisions could have substantial impact on public safety, risk management, customer service reliability and cost of services.
  • Knowledge of public infrastructure substantially similar to the City of Blaine including but not limited to:
    • Hydraulics and pumping
    • Ground water and water rights
    • Telemetry and instrumentation
    • Applicable local, state and federal standards and regulations

  • Ability to respond during an emergency situation and troubleshoot in a logical and calm manner.

  • Proficiency in computing including word processing, spreadsheet calculations, and data base development.
  • Ability to write reports, business correspondence, revisions to regulations and binding agreements/contracts. Ability to effectively present information and respond to questions from groups ofmanagers and the general public.
  • Ability and willingness to respond to answer calls or emergency alerts/alarms 24 hrs/day as necessary and respond promptly and efficiently to assist or direct personnel as required.
  • Ability to supervise department employees in a manner conducive to efficient and effective performance and high morale.
  • Ability to calculate figures and amounts such as interest, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra, geometry and trigonometry.
  • Ability to manage multiple tasks simultaneously, set priorities, and deliver products on time with minimal direction and oversight.
Education and Experience:
  • Bachelor’s degree from an accredited college or university with major course work in business administration, public administration, construction management, engineering, or related field.
  • Minimum of five years of increasingly responsible professional experience in government operations, utilities management, facilities management or public works, including two years of supervisory and administrative responsibility.
  • Equivalent combination of education and experience that provide the incumbent with the necessary qualifications may be considered.
Licenses/Certificates/Registrations:
  • Possess a valid State of Washington Driver’s License and appropriate insurance at the time of hire for work—related travel and operation of city vehicle. Driving record free of any significant moving violations.
  • Ability to obtain within Six Months:
    • Certified Erosion and Sediment Control Lead Certification
    • First Aid/CPR Certificate
    • WA State Flagging and Traffic Control
  • Pass appropriate background checks.
  • Possession of a current Washington State Professional Civil Engineer license is not required but desirable.
WORKING CONDITIONS & PHYSICAL REQUIREMENTS
Work is primarily performed in office setting with occasional outdoor activity involving site visits for construction and field review. Limited travel to other City facilities, meetings and training. Occasional evening meetings required. Work typically involves the use of computer, software and other office equipment. Work also involves considerable contact with the public and staff of other city departments. Position requires physical ability to move throughout the office, within the field and between locations. Requires hand manipulative skills for computerized work and writing. Must be able to hear verbal conversations over the phone and in—person with background noise. Must be able to consistently identify objects and persons at a distance and read fine print on various forms. Requires the ability to stoop, kneel, crouch, crawl and lift or move up to 50 pounds.
